    Moreno was signed by the Royals as a non-drafted free agent on Nov. 10, 1993. Pitched for Salcedo in the Dominican Summer League in 1994. Came to the United States in 1995 and 1996 to pitch in the Gulf Coast League. Started 25 of 27 games for Lansing (A) of the Midwest League in 1997. Worked exclusively in relief at Wilmington in 1998...named to the Carolina League All-Star team and was voted as having the Carolina Leaguebs bBest Fastballb. Promoted to Wichita (AA) on June 25, 1998...was 0-1 with 7 saves and a 2.88 ERA in 24 contests in his 1st stint in the Texas League...also saved 5 postseason games for Wichita. Combined on the 2 stops in 1998 for a 3-3 record and 14 saves with a 1.87 ERA...posted a .153 opponents batting average, the 2nd-best mark for a Minor League relief pitcher. Selected by Baseball America as the Royals 3rd-best prospect, named the 9th-best prospect in the Carolina League and was the relief pitcher on the 1998 All-Prospect team announced by Howe SportsData. Selected to the 1998-99 Winter League All-Star team as selected by Baseball America after going 3-0 with a 1.32 ERA while playing in Venezuela.
